I know my tip won't work for everyone, but you might want to check your local utility company. Here in Northern California, PG&E subsidizes these bulbs at a lot of retailers, so you can get the 18W bulbs for dirt cheap here. For example, at the local 99 Ranch Chinese Market, they run for .25 each.

Waned to let everyone know, I checked out 8 times to get 8 bulbs yesterday and they just now cancelled all except one of my orders. They don't allow duplicate requests or something like that.
