I have one of these, they are quite capable tablets. It has a quad core CPU, 1 Gig RAM and 32 Gigs storage, with the ability to increase it via microSD card.

This tablet includes a tablet second PCI copy of Office 365 with 1 TB of OneDrive space and 60 min of Skype calls per month, a long with a $25 Microsoft gift card (good at MS Store) AND should be eligible for 10% education discount.

This runs true Windows 8.1 and can run any Win 8.1 program that can be run on a 1 Gig RAM machine.

I got two of these, the first came in already. The touch glass is not as nice as an ipad or a samsung but it is glass and fairly responsive. It just doesn't have that 'smooth' feel to it. The processor and speed seem to be fine, no lagging. The free office, you will need to register for (given) and the $25 voucher you'll need to click the email that they sent from your HP Stream and your Windows online account to redeem. So far so good, bye bye brains plays good on it =)
 
Could not resist. Win 8.1 full and a gift card? I just need a better tablet on the bus to do CBTs, here we go. This will replace my 39 buck Noblio Black Friday Tablet with a screen made of jello (scratches really easily). If this upgrades to Win10 I will be one happy clam-per.
 
I also bought to replace funky Noblio! The screen on this is pretty good, and it chugs along on most basic tasks, but dont expect it to be a Surface Pro. I have some light bleed near the home button. I wanted something that could handle my online trainings on public transportation and it works well enough.

Two major failings: it feels cheap with a back that flexes as it has empty space behind it.
Also, the side bevel makes it difficult to pick up off a table top and easy to drop.

I would buy it and do recommend it, heck buy a few extra as Xmas gifts.With the gift cards it is like buy three, get one free!
