It's not for auction-style, only fixed price.
The $.20 is for listing fees, so gallery/duration/etc fees still apply, but it might be worth extending the auction for 10 days for the extra fee.
You can list more than one identical item in the listing for no extra fees.
I was able to list 10 spinning bowties in one auction, for a 10 day duration, for less than a buck.
