No. The government passed the UIGEA (Unlawful Internet Gaming Enforcement Act) by attaching legislation to a port security bill. It pass because anyone who didn't vote for it would have been reemed out as unpatriotic, or not caring about national security in the next election year. This Act was targeted at sports betting and horse racing online, poker was never specified as it is not just a game of chance, but a game of skill as well.
Recently, the UIGEA was repealed. Playing poker online may be illegal in some states (state of washington comes to mind, but I can't remember perfectly) but in the majority of the US it is perfectly legal, and tens of thousands, if not hundreds of thousands of americans play poker online ever day.
