Misleading Headings

You have to wonder why they couldn't predict this. It was probably learned long ago to not put sprinkles in padded cells, why would you put them in ANY cells. Although the "metal health professionals" will tell you that some criminals are sane and acting "normal", I'm afraid they are all nuts just to varying degrees of destructiveness (some just being self destructive which is hardly "sane").
They should put bars on the sprinklers to protect them from the prisoners (duhhhhhh).
