Check the main page - this is an add-on to your existing dial-up service:

· Proxyconn Accelerator is a service you run in conjunction with your regular Internet Service Provider. Because you keep your ISP for Internet access, that means you can keep your current email address, plus any other benefits your ISP may offer.

Copied from PCWorld.com:

Proxyconn Accelerator v2.4

Banner ads and pop-ups are a much unloved (though for many sites necessary) aspect of the Web. If you're using a dial-up connection, however, they can be more than an irritant, slowing down your surfing and wasting your time.

The program strips Web sites of banner ads and swats down pop-up ads. Its aim is to "deliver near-broadband speeds" at a fraction of the price. That may be a bit of an overstatement, but while using the service we did experience a noticeable increase in speed over a dial-up connection. The latest version (2.4) puts data closer to your PC, with a network of servers strategically positioned around the United States.

This download link will take you to Proxyconn's home page, where you'll find a link that will let you register for the service. It is $9 per month. Although the folks at Proxyconn say it's a free trial, you do have to submit your credit card number before registering. You have seven days to try it before your card is charged.
