OK so if you live out in the country who do you call to report a dog that the owners will not keep out of your yard?!? There is no leash law in the country, I guess. I can not let my dog outside without this persons dog jumping the privacy fence. He has gotten her pregnant once already and I can not afford to get her fixed right now. I do not let my dogs outside unless they are in the fenced yard.
So WHO DO I CALL? The animal shelter, humane society, sheriff??
 
If you've tried talking to the owners, then the next step would be the Sheriff.
 
I'd say start with spaz's suggestion.

Obviously the thing that most people would want to do is try to get back at the dog that is causing the trouble. However, he is really just acting on instinct and within the boundaries allowed by his owner. It's unfortunate. Obviously fixing your dog would be the easiest thing you can do. I looked up the KY Humane Society to check out their prices. I know you said you can't afford it right now, but you may find it a little more affordable than you think.

It costs money, but unfortunately it's one of your better options. You could try calling the pound each time the dog comes around, but it could upset your neighbor. I don't know what they are like, but I would hate to have your dog suffer some sort of retaliation. It's at least something to think about.

Is there anything like the Big Fix that we have in Utah? Our last spay was $20, and that included shots.

Unfortunately the dog belongs to our youngest son who lives up the road from us. We have warned him over and over again that we would call the pound or shoot the dog, I would never shoot an animal though. He will not fix his fence or keep the dog chained up. The county where I live offer a voucher for $50 off but all the vets in this county are very high and even with the voucher, it will cost me over $70 to get her fixed. The county where my vet is does not have any group that will do the vouchers and they only charge $70 for a female dog so with a voucher for $50 it would cost me $20. I am disabled and waiting on my disability case to be settled. It is sad that one county can get vouchers but another in the same state can not. I have called the Humane society but they can not help.
 
Wow, I'd kick his behind. Not the dog's, your son's.
 
I believe a neutering is in order.
I sure hope you mean the dog!?! Maybe if my son had been neutered he wouldn't have 3 kids. But he has a good job just not a good head on his shoulders.
My dog is almost out of heat so I am good for a while. I am also moving all the stuff the dog was climbing on to get in the fence. I had been trying to find her a home where she could run more but I just can't get rid of her. She loves me too much. And she likes sleeping with us.
