Yup, anytime you have to purchase something to get one free, which can also be seen as a 2-FOR-1 deal, is actually a hot deal and not a true freebie.

It only takes a minute to move it and isn't a big deal. I think all members get confused about what constitutes a true freebie (one that requires no purchase whatsoever). There are some others we let slide, such as when the cost of shipping/handling is under a couple dollars to get the item.
