The Commerce Department’s National Telecommunications and Information Administration (NTIA) announced today that seven of the largest consumer electronics retailers -- Best Buy, Circuit City, Kmart, RadioShack, Sam's Club, Sears, Target, Wal-Mart -- have been certified to participate in the TV Converter Box Coupon Program along with more than 100 other retailers, representing more than 14,000 stores throughout the nation, and additional Program details.

i have already tried sears, walmart, target, kmart and radioshack without luck
Each American household will be able to request up to two coupons worth $40 to facilitate the purchase of digital-analog converter boxes.[2] These requests for coupons may be submitted between the dates January 1, 2008 and March 31, 2009, inclusive.[3] This will hopefully aid in the switch to Digital television.
