I'm not eligible either. My county wasn't even on their map....
 
I was able to select Bibb county, but when it asked for the Newspaper I get home delivery for, our local Macon Telegraph was not on the list, only national (Wall Street Journal, Washington Post, etc), or the AJC... I picked USA Today and it told me I was not eligible for the survey after that ?!
