I want to build the cheapest computer that will run windows 2000 pro.
MY challenge is for spoofee members to post cheapest parts (motherboard, graphics card, RAM, case,).
 
what parts are required? does it matter if the video and sound is intergrated?
 
I don't think you could assemble a computer for cheaper than a Fry's bare bones system, could you? (they own www.outpost.com )

I'm not sure where you live, but http://www.craigslist.org is a good place to shop for old computers from local people.

Maybe a garage sale?
 
Find out where the next Fry's grand opening will be held. Those $199 PCs (with a cheap Linux OS) will usually go for $99. Their Outpost.com website has a tool that will obliterate that Linux OS partition.

If you live in the North Richland Hills, TX area, there's a new computer shop called Metro PC Outlet. He sells PCs with W2K licenses for under $175 (no monitor though).
