If you sell an item at a fixed price auction for $24.99, your total ebay fees will be 43% higher tomorrow than today.
Ebay isn't telling you that. All they are promoting is the lower insertion fees.

. Did you find a link or listing of what new fees will be? I have had no luck getting an actual listing/formula/rate chart. I am a small time ebay seller and have wandered all over the site to no avail. Afraid this will end my little trickle of income.
