The form for West Virginia says no purchase necessary, but it does not appear to be any different in how you fill it out (i.e. it doesn't say that this form is for WV residents only). Wonder if it would work? Hmmm....

I didn't check other states, others may be "no purchase necessary" too. My state (MO) won't even give me the proper form, even though the offer is supposed to be available here.
