I wondered about that too.

Although they appear to be different organizations offering this book, they do both have the term "Federal Citizen Information Center" on them. It may be that both sites are offering the same book.

btw, the Pueblo.gsa.gov site is also offering the Consumer Information Catalog in addition to the Consumer Action Handbook.
