Well to get it Microsoft wanted to send a code to my email address.
simply logging into my Microsoft account wasn't enough.
And then my browser seemingly froze as a popup appeared.
I waited a minute hoping it was installing (based on previous experiences with MS.)
Then I reloaded the page and found it was installed.
