Help WAnted USB 2.0 Tv Tuner CHEAP!

i want any USB 2.0 tuner that has hardware encoding and uses little cpu resources. I also want it to be able to play video without any lag.
MUST be usb2.0 or firewire

I was looking at the hapaguage and ATI one's but need something decent that is under $40

Help will be appreciated. If YOU have one please PM me and i will buy it.

yeah circuit city had one like 2wweks ago for 39.99 which was a wicked deal.. the same thing goes for used on ebay for like 35............

I dont care if its PCMCIA or USB 2.0 as long as its decent and like i said if you have one lying around i will buy it, just name a price...........
