For the phone itself, check out MyWorldPhone. My friend bought his black RAZR unlocked from them and he was pleased. They have competitive prices in the unlocked market, and they have both the silver and black unbranded and unlocked RAZRs.

my family is mad at my brother because he bought a razr for round 350usd when he couldve gotten one for free. we needed a new phone plan anyways. =P

Yeah, chances are that if you have Cingular and you're far enough into your contract, they'll give you one for around $200 if you resign your contract. It's all up to whether you don't mind contracts, or whether you want unlocked, and whether you have the money.
