I have been using this site for some time now and I have never really had any problems with it. Once in a while it acts goofy, you have to relog in 2 or 3 times before it works right, but other than that it is fine.
Also if you do not feel safe using your credit card, go to a bank and get a disposable credit card(gift card). You can normally get them for any amount, just get what you need to buy what you would like.

Also, been checking out the other thread about the russian MP3 sites, but none I checked use PayPal. Anyone know of any sites (russian or not) that sell MP3's for less than $0.99 and take PayPal?

I've used www.allofmp3.com for quite some time now. Supposedly they take PayPal, but it's always "temporarily not working."
They do however use a Russian payment system that is reputable, so they're not getting your credit card. I've used my credit card with them twice and there has been no problem.
