The serving site (www.exacttarget.com) is a marketing biz, so I think it's legit. The offer does seem to be localized to the Cincy/N. Kentucky area, though, which would explain why other stores aren't in the loop. The text isn't clear, however, as the regional portion seems to be in reference the free eco-bags.
