It makes me think that it's a sell of questionable legality, but when it comes right down to it it is legal. Perhaps there may be questions of morality, but it looks to me like it is legal.
 
They are a member of the Better Business Bureau, but I wouldn't buy software from them. As an OEM (original equipment manufacturer), I can tell you this is flat out illegal. They probably buy the Dell computers, keep Windows XP on the computer, then sell you the disk. You may have trouble getting Microsoft to recognize your software as legitimate since it would be installed on two computers, yours and the original Dell.
 
Call the Microsoft Piracy hotline they list and see what MS says about it... They do say they're legit.

It's possible these are OEM copies that MS sells to Dell, but Dell doesn't need them so they cut a deal to get rid of them.

Also, Dell computers use Bios activation, so would be interesting to see what happens if you put them on another type of computer.

There are different flavors of the XP Dell disks. Some are Dell locked and others just have the Dell logo on the disk, but can be used on any machine.

Also as a note. Just because you have the XP media does not mean you have the XP license. The disk MUST come with the certificate of authenticity or the machine must have a stick that has the XP license code on it.
