This guy seems to have used his good feedback to scam. Either that or someone got a hold of his account.

Email her a few times no rims for about a month and kept emailing her and no responds. So I reported to paypal and got my money back minus $25. I just hate to spend $25 for nothing.

The seller I dealt with was selling items he didn't have, then blaming the post office for nondelivery, then offering to ship a "replacement" if you paid him more money and gave him positive feedback in advance. He made a big point of emphasizing that such generosity was due to his Christian faith.
Somehow he was abusing USPS delivery confirmations, possibly printing a barcode then altering the address, having sent the modified label on some junk mail to the same zip code so that it would show as "delivered" in the online system. Most who filed a PayPal claim would lose as there'd be a "delivered" status suspiciously showing up at the last minute. He abused media mail, tampered with product expiration dates, sent damaged items, all kinds of stuff.
Ebay suspended him many times, but never for more than a couple of weeks. Law enforcement may have got him though, because there's been little selling activity since last spring.
